1 If several sources of air pollution cause or are expected to cause harmful effects or nuisances, the authority concerned must draw up a plan of the measures that will contribute to reducing or eliminating these effects within a set time (action plan).
2 Action plans are binding for the authorities that are entrusted with enforcement by the cantons. They must make a distinction between measures which may be ordered immediately and measures for which the legal framework still has to be enacted.
3 If a plan provides for measures which come within the area of responsibility of the Confederation, the cantons must make the necessary applications to the Federal Council.

1 Se sono costatati o prevedibili effetti nocivi o molesti dovuti a inquinamento atmosferico da parte di diverse fonti, l’autorità competente allestisce un piano di provvedimenti che contribuiscano a diminuire o ad eliminare tali effetti entro un periodo prestabilito (piano dei provvedimenti).
2 I piani di provvedimenti sono vincolanti per le autorità alle quali i Cantoni affidano compiti d’esecuzione. Essi operano una distinzione tra i provvedimenti che possono essere ordinati immediatamente e quelli per cui mancano ancora le basi legali.
3 Se un piano prevede provvedimenti che sono di competenza della Confederazione, i Cantoni presentano le relative proposte al Consiglio federale.
