1 Der Bund gewährt den Kantonen im Rahmen der bewilligten Kredite und auf der Grundlage von Programmvereinbarungen Abgeltungen als globale Beiträge an die Planung und Durchführung von Massnahmen zur Revitalisierung von Gewässern.
2 Für besonders aufwendige Projekte können den Kantonen die Abgeltungen einzeln gewährt werden.
3 Die Höhe der Abgeltungen richtet sich nach der Bedeutung der Massnahmen für die Wiederherstellung der natürlichen Funktionen der Gewässer sowie nach der Wirksamkeit der Massnahmen.
4 Keine Beiträge werden an den Rückbau einer Anlage geleistet, wenn der Inhaber dazu verpflichtet ist.
5 Den Bewirtschaftern des Gewässerraums werden die Abgeltungen gemäss Landwirtschaftsgesetz vom 29. April 199865 für die extensive Nutzung ihrer Flächen entrichtet. Das Landwirtschaftsbudget sowie der entsprechende Zahlungsrahmen werden zu diesem Zweck aufgestockt.

1 The Confederation shall, within the limits of the approved credits and on the basis of programme agreements, grant the cantons compensatory payments in the form of global contributions to the planning and implementation of measures for the rehabilitation of waters.
2 In the case of especially complex projects, the cantons may be granted the compensatory payments on a case-by-case basis.
3 The level of the compensatory payments is determined by the relevance of the measures for the re-establishment of the natural functions of the waters as well as by the effectiveness of the measures.
4 No contributions shall be granted for the dismantling of an installation if the person responsible for it is obliged to dismantle it.
5 The managers of the space provided for waters shall be granted compensatory payments in accordance with the Agriculture Act of 29 April 199865 for the extensive use of their lands. The agriculture budget as well as the related spending ceilings shall be increased for this purpose.
