1 Organisationen, die kein Rechtsmittel ergriffen haben, können sich am weiteren Verfahren nur noch als Partei beteiligen, wenn sie durch eine Änderung der Verfügung beschwert sind. Für Enteignungen gilt das Bundesgesetz vom 20. Juni 1930123 über die Enteignung.
2 Hat sich eine Organisation an einem Einspracheverfahren nach Bundesrecht oder kantonalem Recht nicht beteiligt, so kann sie keine Beschwerde mehr erheben.
3 Hat eine Organisation gegen einen Nutzungsplan mit Verfügungscharakter zulässige Rügen nicht erhoben oder sind die Rügen rechtskräftig abgelehnt worden, so darf die Organisation diese Rügen in einem nachfolgenden Verfahren nicht mehr vorbringen.
4 Die Absätze 2 und 3 gelten auch für Einsprachen und Beschwerden nach kantonalem Recht gegen Nutzungspläne.

1 Organisations that have not sought legal recourse may only participate in subsequent proceedings as a party if they are prejudiced by a change in the ruling. For compulsory purchases, the Federal Act of 20 June 1930123 on Compulsory Purchase applies.
2 If an organisation has not participated in objection proceedings under federal or cantonal law, it may no longer file an appeal.
3 If an organisation has not filed a permitted complaint against a land use plan that has the character of a ruling or if the complaint has been rejected with full legal effect, the organisation may no longer file the same complaints in subsequent proceedings.
4 Paragraphs 2 and 3 also apply to objections and appeals under cantonal law against land use plans.
