Safeguards Ordinance of 4 June 2021 (SaO)
1 Die Person, die zur Verfügung über eine Anlage nach Artikel 2 Absatz 1 Buchstabe c Ziffer 1 berechtigt ist, hat für die Anlage die Zonen festzulegen, in denen mit Materialien nach Artikel 2 Absatz 1 Buchstabe a umgegangen werden soll.
2 Sie hat die Materialbilanzzone so zu begrenzen, dass jederzeit festgestellt werden kann, wie viel von diesen Materialien innerhalb der Zone vorhanden ist und wie viel über die Grenzen der Zone transportiert wird.
3 Sie hat innerhalb einer Materialbilanzzone Schlüsselmesspunkte (Key Measurement Points, KMPs) zu definieren, so dass Bewegungen von solchen Materialien innerhalb der Materialbilanzzone jederzeit festgestellt werden können.
1 The person with authority for a facility under Article 2 paragraph 1 letter c number 1 shall specify areas in the facility in which with material in accordance with Article 2 paragraph 1 letter a will be handled.
2 He or she shall limit the material balance area so that the quantity of material within the area and the quantity that is moved beyond the boundaries of the area can be ascertained at all times.
3 He or she shall define key measurement points (KMPs) within a material balance area so that movements of such material within the material balance area can be ascertained at all times.
