1 Municipal waste, waste from the maintenance of public roads and from public waste water treatment as well as waste generated by persons unknown or unable to pay is disposed of by the cantons. For waste that must be recovered by the holder or the return of which must be accepted by third parties in accordance with special federal regulations, the duty of disposal is governed by Article 31c.
2 The cantons determine the catchment areas for these forms of waste and ensure that the waste disposal facilities are operated economically.47
3 The holder must hand over the waste for collection by the services organised by the cantons or deliver it to the collection points determined by the cantons.

1 I rifiuti urbani, quelli provenienti dalla manutenzione pubblica delle strade e dagli impianti pubblici di depurazione delle acque di scarico, nonché i rifiuti il cui detentore non è identificabile o è insolvente, sono smaltiti dai Cantoni. Per i rifiuti che, in virtù di prescrizioni particolari della Confederazione, devono essere riciclati dal detentore o devono essere ripresi da terzi, l’obbligo dello smaltimento è retto dall’articolo 31c.
2 I Cantoni definiscono zone di raccolta per questi rifiuti e provvedono a un esercizio economico degli impianti per i rifiuti.48
3 Il detentore deve consegnare i rifiuti nell’ambito delle azioni di raccolta previste dai Cantoni oppure nei posti di raccolta stabiliti dai Cantoni.
