1 The nitrogen and phosphorus losses from agriculture shall be reduced appropriately by 2030 relative to the mean value for the years 2014–2016.
2 The Federal Council shall specify the reduction targets and the method for assessing achievement of these targets. In doing so, it shall also be guided by the aim of eliminating imported artificial fertilisers by promoting the use of nutrients based on indigenous farmyard manure and indigenous biomass, taking due account of ecological and economic constraints. Before setting its requirements, it shall consult the cantons, the sectoral and producer organisations concerned and other stakeholder organisations. It shall determine the reporting requirements.
3 The sectoral and producer organisations concerned and other stakeholder organisations may take the necessary reduction measures and report regularly to the Confederation on the nature and effect of the measures they have taken.
4 The Federal Council may designate the organisations referred to in paragraphs 2 and 3.
5 It may appoint a private sector agency to perform certain tasks, such as assessing measures for reducing nitrogen and phosphorus losses, monitoring the results or providing advisory services, and may offer financial support for such activities.

1 Les mesures prévues dans la présente loi ont pour objectif de permettre aux exploitations remplissant les critères de durabilité et de performance économique de réaliser, en moyenne pluriannuelle, un revenu comparable à celui de la population active dans les autres secteurs économiques de la même région.
2 Si les revenus sont très inférieurs au niveau de référence, le Conseil fédéral prend des mesures temporaires visant à les améliorer.
3 Il convient de prendre en considération les autres branches de l’économie et la situation économique de la population non paysanne, ainsi que la situation financière de la Confédération.
