Art. 54

1 Contributions to cover expenditure for construction and use of buildings are intended for the acquisition, long-term use, creation and transformation of buildings for teaching, research or other higher education purposes.

2 No contributions are paid to cover:

a.
costs associated with the purchase of land and land development;
b.
costs associated with building maintenance;
c.
public fees, depreciation and interest expenses.

3 For university clinics, no contributions are provided to cover expenditure for construction and use of buildings.

Art. 54 Affectation et exceptions

1 Les contributions d’investissements et les participations aux frais locatifs sont allouées pour l’achat, l’usage à long terme, la construction et la transformation de bâtiments destinés à l’enseignement, à la recherche ou à d’autres services des hautes écoles.

2 Ne donnent pas droit à une contribution:

a.
l’acquisition et l’équipement de terrains;
b.
l’entretien des bâtiments;
c.
les taxes, les amortissements et les intérêts.

3 Les cliniques universitaires n’ont pas droit aux contributions d’investissements et aux participations aux frais locatifs.
