On the basis of financial plans prepared by the Confederation and the Cantons, the Plenary Assembly shall establish the general financial conditions for the given funding period; before reaching its decision, it shall first hear the Swiss Conference of Rectors of Higher Education Institutions.
La Conférence plénière définit, dans le cadre des planifications financières de la Confédération et des cantons, le cadre financier applicable à chaque période de financement; elle consulte préalablement la Conférence des recteurs des hautes écoles suisses.
