The Federal Council may define specific duties for payment systems, namely in terms of capital adequacy, risk diversification and liquidity, if this is necessary for implementing recognised international standards. The competence of the SNB to specify special requirements for systemically important payment systems by virtue of Article 23 is reserved.
Der Bundesrat kann spezifische Pflichten für Zahlungssysteme festlegen, namentlich hinsichtlich Eigenmittel, Risikoverteilung und Liquidität, falls dies zur Umsetzung anerkannter internationaler Standards notwendig ist. Vorbehalten bleibt die Zuständigkeit der SNB nach Artikel 23 zur Festlegung besonderer Anforderungen an systemisch bedeutsame Zahlungssysteme.
