1 The remaining revenue from the CO2 levy is redistributed to the general public and the business community in proportion to their original payments.
2 The portion due to the public is distributed uniformly to all natural persons. The Federal Council regulates the details and procedure for distribution. It may commission the cantons, public corporations or private individuals to carry out the distribution in return for appropriate remuneration.
3 The portion due to the business community is distributed to employers via the compensation funds of the Federal Old Age and Survivors’ Insurance (Art. 5 FA of 20 Dec. 194662 on the Old Age and Survivors Insurance; OASIA) in proportion to the employees’ qualifying salary for OASI. The compensation offices receive appropriate remuneration for this task.
1 Der übrige Ertrag aus der CO2-Abgabe wird nach Massgabe der von Bevölkerung und Wirtschaft entrichteten Beträge aufgeteilt.
2 Der Anteil der Bevölkerung wird gleichmässig an alle natürlichen Personen verteilt. Der Bundesrat regelt Art und Verfahren der Verteilung. Er kann die Kantone, öffentlich-rechtliche Körperschaften oder Private gegen angemessene Entschädigung mit der Verteilung beauftragen.
3 Der Anteil der Wirtschaft wird den Arbeitgebern entsprechend dem abgerechneten massgebenden Lohn der Arbeitnehmerinnen und Arbeitnehmer (Art. 5 des BG vom 20. Dez. 194662 über die Alters- und Hinterlassenenversicherung) über die AHV-Ausgleichskassen ausgerichtet. Diese werden angemessen entschädigt.
