1 Sind die Immissionsgrenzwerte überschritten, so dürfen Neubauten und wesentliche Änderungen von Gebäuden mit lärmempfindlichen Räumen nur bewilligt werden, wenn diese Werte eingehalten werden können:
2 Können die Immissionsgrenzwerte durch Massnahmen nach Absatz 1 nicht eingehalten werden, so darf die Baubewilligung nur erteilt werden, wenn an der Errichtung des Gebäudes ein überwiegendes Interesse besteht und die kantonale Behörde zustimmt.
3 Die Grundeigentümer tragen die Kosten für die Massnahmen.

1 If the impact thresholds are exceeded, new buildings and significant modifications to buildings with rooms sensitive to noise may only be authorised if the values can be complied with:
2 If the impact thresholds cannot be complied with by measures under paragraph 1, planning permission may be granted only if there is an overriding interest in constructing the building and the cantonal authorities agree.
3 The landowners bear the costs of the measures.
