142.20 Federal Act of 16 December 2005 on Foreign Nationals (FNA)

Art. 53 Princips

1 Ademplind lur incumbensas resguardan la Confederaziun, ils chantuns e las vischnancas ils basegns da l’integraziun e da la protecziun cunter discriminaziun.

2 Els stgaffeschan cundiziuns generalas favuraivlas per l’egualitad da las schanzas e per la participaziun da la populaziun estra a la vita publica. Els tiran a niz ils potenzials da la populaziun estra, resguardan la multifariadad e promovan l’atgna responsabladad.

3 Els promovan las persunas estras cunzunt tar l’acquist da cumpetenzas linguisticas e d’autras cumpetenzas fundamentalas, tar l’avanzament professiunal e tar il provediment da sanadad; ultra da quai sustegnan els stentas che faciliteschan la chapientscha vicendaivla tranter la populaziun svizra ed estra e lur convivenza.

4 Las autoritads federalas, chantunalas e communalas, ils partenaris socials, las organisaziuns nunguvernamentalas e las organisaziuns da persunas estras collavuran tar la promoziun da l’integraziun.

5 Las autoritads chantunalas d’agid social annunzian a l’intermediaziun publica da lavur ils fugitivs renconuschids e las persunas admessas provisoricamain che n’han betg ina plazza.

Art. 53 Principles

1 In fulfilling their tasks, the Confederation, cantons and communes shall take account of integration concerns and of protection against discrimination.

2 They shall create favourable regulatory conditions for equal opportunities and for the participation of the foreign population in public life. They shall make use of the potential of the foreign population, take account of diversity and encourage individual responsibility.

3 They shall in particular encourage foreign nationals to develop their language skills and other basic skills, to advance professionally and to take preventive health care measures; they shall also support efforts that facilitate co-existence and mutual understanding between the Swiss and the foreign population.

4 The authorities of the Confederation, cantons and communes, social partners, non-governmental organisations and expatriate’ organisations shall cooperate to encourage integration.

5 The cantonal social assistance authorities shall register recognised refugees and temporarily admitted persons who are unemployed with the public employment agencies.
