1 La revisione totale della Costituzione può essere proposta dal Popolo o da una delle due Camere oppure decisa dall’Assemblea federale.
2 Se la revisione totale è proposta mediante iniziativa popolare o se non vi è unanimità di vedute tra le due Camere, il Popolo decide se si debba procedere alla revisione totale.
3 Se il Popolo si pronuncia per la revisione totale, si procede alla rielezione delle due Camere.
4 Le disposizioni cogenti del diritto internazionale non possono essere violate.
1 A total revision of the Federal Constitution may be proposed by the People or by either of the two Councils or be decreed by the Federal Assembly.
2 If the initiative emanates from the People or if the two Chambers are unable to agree, the People decide on whether a total revision should be carried out.
3 If the People vote for a total revision, new elections shall be held to both Chambers.
4 The mandatory provisions of international law must not be violated.
