1 La Confédération exerce la haute surveillance sur l’exécution de la loi.128
2 La Confédération exerce le contrôle prévu par la présente loi aux frontières du pays (importation, exportation et transit) et dans les douanes (entrepôts fédéraux et ports-francs).
3 La Confédération et les cantons collaborent dans l’exécution des tâches qui leur incombent en vertu de la présente loi et se concertent sur les mesures à prendre. Ils peuvent y associer d’autres organisations concernées.
