1 Those required to manage and dispose of radioactive waste shall draw up a waste management programme, which shall include a financial plan up to the time at which the nuclear installations will be taken out of operation. The Federal Council shall specify a deadline by which the waste management programme is to be submitted.
2 The waste management programme shall be reviewed by an authority designated by the Federal Council, after which it shall be forwarded by the Department to the Federal Council for approval.
3 The authority designated by the Federal Council shall monitor compliance with the programme after it has been approved.
4 The persons responsible for the management of radioactive waste are obliged to periodically adapt the programme to changing circumstances.
5 The Federal Council shall provide regular reports on the programme to the Federal Assembly.
1 Le persone soggette all’obbligo di smaltimento elaborano un programma di gestione delle scorie. Il programma contiene parimenti un piano di finanziamento che copre il periodo sino alla messa fuori servizio degli impianti nucleari. Il Consiglio federale stabilisce il termine entro il quale il programma dev’essere elaborato.
2 L’autorità designata dal Consiglio federale esamina il programma. Il Dipartimento lo sottopone per approvazione al Consiglio federale.
3 L’autorità designata dal Consiglio federale vigila sull’osservanza del programma.
4 Le persone soggette all’obbligo di smaltimento adeguano periodicamente il programma alle mutate circostanze.
5 Il Consiglio federale informa regolarmente l’Assemblea federale sullo stato del programma.
