Art. 48

1 In a normal group debate, the right to speak shall be limited to group spokespersons and members proposing amendments. In a time limited group debate, speaking times in the introductory debate in accordance with Article 44 shall be halved for all speakers other than those who fall within Article 44 paragraph 1 letter d.49

2 In the short debate, only the rapporteurs for the committee minorities shall have the right to speak.

2bis In a short debate on motions and postulates submitted by members of the Council or groups, the first person to propose the rejection of the procedural request shall be given the right to speak.50

3 Article 46 paragraphs 3 and 4 are reserved in every case.

Art. 48

1 Nel dibattito dei gruppi hanno diritto di parola soltanto i portavoce dei gruppi parlamentari e i proponenti. Nel dibattito dei gruppi ridotto il tempo di parola previsto per il dibattito di entrata in materia dall’articolo 44 è dimezzato, eccezion fatta per il tempo di parola assegnato agli altri oratori di cui all’articolo 44 capoverso 1 lettera d.49

2 Nel dibattito breve, hanno diritto di parola soltanto i relatori delle minoranze delle commissioni.

2bis Nel dibattito breve su mozioni e postulati di singoli deputati o di gruppi, ha diritto di parola il primo deputato che ha proposto la reiezione dell’intervento.50

3 Rimane salvo in ogni caso l’articolo 46 capoversi 3 e 4.
