1 In the Council, no one may speak unless granted the right to do so by the President.
2 Anyone who wishes to speak must submit a written request to do so to the President.
3 The President normally grants the right to speak in the order of the requests. He or she may however group speakers according to subject matter or in order to facilitate an appropriate exchange of languages or points of view.
4 The group spokespersons and the persons submitting formal proposals speak before the other members.
5 No one may speak on the same matter more than twice.
6 The committee rapporteurs and the representative of the Federal Council are allowed to speak when they request to do so.
1 Nella Camera può parlare soltanto chi ha ricevuto la parola dal presidente.
2 Chi intende prendere la parola si annuncia per scritto al presidente.
3 Di norma, il presidente dà la parola nell’ordine in cui è stata chiesta. Può però raggruppare gli oratori per temi o provvedere a un adeguato avvicendamento delle lingue e delle opinioni.
4 I portavoce dei gruppi parlamentari e i proponenti parlano prima degli altri deputati.
5 Sullo stesso oggetto nessuno può prendere la parola più di due volte.
6 I relatori delle commissioni e il rappresentante del Consiglio federale ricevono la parola appena la chiedono.
