414.20 Loi fédérale du 30 septembre 2011 sur l'encouragement des hautes écoles et la coordination dans le domaine suisse des hautes écoles (Loi sur l'encouragement et la coordination des hautes écoles, LEHE)
Art. 11 Plenary Assembly
1 As the Plenary Assembly, the Swiss Conference of Higher Education Institutions has the following composition:
- a.
- the designated member of the Federal Council;
- b.
- one member of each cantonal government.
2 Within the framework of this Act, the Plenary Assembly handles matters pertaining to the rights and obligations of the Confederation and all cantons. The following areas of responsibility may be transferred to it under the terms of the Cooperation Agreement:
- a.
- determination of the general financial conditions for coordination of the entire Swiss higher education sector by the Confederation and the Cantons subject to their respective financial authority;
- b.
- determination of reference costs and contribution categories;
- c.
- formulation of recommendations on payment of scholarships and issuance of loans by the Cantons;
- d.
- other areas of responsibility arising from this Act.
Art. 11 Conférence plénière
1 En Conférence plénière, la Conférence suisse des hautes écoles se compose comme suit:
- a.
- le conseiller fédéral désigné par le Conseil fédéral;
- b.
- un membre du gouvernement de chaque canton.
2 Dans le cadre de la présente loi, la Conférence plénière traite les affaires qui concernent les droits et les obligations de la Confédération et de tous les cantons. La convention de coopération peut lui déléguer les compétences suivantes:
- a.
- définir le cadre financier de la coordination nationale des activités de la Confédération et des cantons dans le domaine des hautes écoles, sous réserve de leurs compétences financières;
- b.
- définir les coûts de référence et les catégories de contributions;
- c.
- émettre des recommandations concernant l’octroi de bourses et de prêts par les cantons;
- d.
- exécuter d’autres tâches découlant de la présente loi.
