Art. 2 Federal measures

1 The Confederation shall take measures, in particular:

a.
to create favourable conditions for the production and sale of agricultural products;
b.5
to pay for public and ecological services provided by farms through direct subsidies;
bbis.6 to promote the sustainable use of natural resources and animal and climate friendly production;
c.
to support the development of agriculture in a socially acceptable manner;
d.
to support structural improvements;
e.7
to promote agricultural research and advisory services as well as plant and animal breeding;
f.
to regulate plant protection and the use of aids to production8.

2 These federal measures are conditional on a reasonable degree of self-help and are coordinated with regional policy instruments.

3 They support a joint strategy for quality in agriculture and the food industry.9

4 They are based on the principle of self-sufficiency with regard to food, taking into account consumers’ needs for high-quality, varied and sustainable domestic products.10

5 Support measures that are likely to distort competition to the detriment of trade and industry are excluded. Procedures are governed by Article 89a. The Federal Council regulates the details.11

Art. 2 Massnahmen des Bundes

1 Der Bund trifft namentlich folgende Massnahmen:

a.
Er schafft günstige Rahmenbedingungen für Produktion und Absatz landwirtschaftlicher Erzeugnisse.
b.5
Er gilt gemeinwirtschaftliche Leistungen von bodenbewirtschaftenden bäuerlichen Betrieben mit Direktzahlungen ab.
bbis.6 Er unterstützt die nachhaltige Nutzung natürlicher Ressourcen und fördert eine tier- und klimafreundliche Produktion.
c.
Er sorgt für eine sozialverträgliche Entwicklung in der Landwirtschaft.
d.
Er unterstützt Strukturverbesserungen.
e.7
Er fördert die landwirtschaftliche Forschung und Beratung sowie die Pflanzen- und Tierzucht.
f.
Er regelt den Pflanzenschutz und die Verwendung von Produktionsmitteln8.

2 Die Massnahmen des Bundes setzen eine zumutbare Selbsthilfe voraus. Sie werden mit den Instrumenten der Regionalpolitik koordiniert.

3 Sie unterstützen die Ausrichtung der Land- und Ernährungswirtschaft auf eine gemeinsame Qualitätsstrategie.9

4 Sie orientieren sich am Grundsatz der Ernährungssouveränität zur Berücksichtigung der Bedürfnisse der Konsumenten und Konsumentinnen nach qualitativ hochwertigen, vielfältigen und nachhaltigen inländischen Produkten.10

5 Unterstützungsmassnahmen, die geeignet sind, den Wettbewerb zulasten von Gewerbe und Industrie zu verzerren, sind ausgeschlossen. Die Verfahren richten sich nach Artikel 89a. Der Bundesrat regelt die Einzelheiten.11
