Preamble

The Federal Assembly of the Swiss Confederation,

based on the Article 74 paragraphs 1 of the Federal Constitution1,2
and having considered a Federal Council Dispatch dated 31 October 19793,

decrees:

Die Bundesversammlung der Schweizerischen Eidgenossenschaft,

gestützt auf Artikel 74 Absatz 1 der Bundesverfassung1,2
nach Einsicht in eine Botschaft des Bundesrates vom 31. Oktober 19793,

beschliesst:
