Art. 138 Conversion of unused emission allowances

1 Emission allowances that have not been used in the years 2008–2012 shall be converted on 30 June 2014:

a.
for installation operators participating in the ETS: into emission allowances in accordance with this Ordinance;
b.
for installation operators with reduction obligations: into credits to compensate a failure to meet their emissions target or measures target;
c.
for remaining installation operators and persons: into attestations for domestic emission reductions.

2 Installation operators with reduction obligations may apply at any time to have their credits converted into attestations in accordance with paragraph 1 letter b.
