Art. 19 Other services

1 The Federal Office and the other statistics generators carry out special data analyses for the administrative units of the Confederation and, where they have the capacity, for third parties.

2 The federal statistical bodies providers may disclose personal data for purposes not related to specific persons, in particular for research, planning or statistics, to research and statistical offices of the Confederation and to third parties, if:

a.
the data is rendered anonymous, as soon as the purpose of the processing the data is achieved;
b.
the recipient divulges the data with the consent of the statistics generators;
c.
the recipient only discloses the results so that the persons concerned are not recognisable; and
d.
the recipient meets the requirements for compliance with statistical secrecy and the other data protection provisions.

3 The Federal Office may carry out short-term research, analysis and advisory duties in connection with federal statistical bodies if the commissioning party bears the costs or provides the required staff.

Art. 19 Übrige Dienstleistungen

1 Das Bundesamt und die übrigen Statistikproduzenten nehmen besondere Auswertungen für die Verwaltungseinheiten des Bundes und, im Rahmen ihrer Möglichkeiten, für Dritte vor.

2 Die Statistikproduzenten des Bundes dürfen Personendaten für nicht personenbezogene Zwecke, insbesondere für Forschung, Planung und Statistik, Forschungs- und Statistikstellen des Bundes sowie Dritten bekannt geben, wenn:

a.
die Daten anonymisiert werden, sobald es der Zweck des Bearbeitens erlaubt;
b.
der Empfänger die Daten nur mit Zustimmung des Statistikproduzenten weitergibt;
c.
der Empfänger die Ergebnisse nur so bekanntgibt, dass die betroffenen Personen nicht bestimmbar sind; und
d.
die Voraussetzungen für die Einhaltung des Statistikgeheimnisses und der übrigen Datenschutzbestimmungen durch den Empfänger gegeben sind.

3 Das Bundesamt kann befristete Forschungs-, Analyse- und Beratungsaufgaben im Zusammenhang mit der Bundesstatistik ausführen, wenn der Auftraggeber die Kosten übernimmt oder das nötige Personal zur Verfügung stellt.
