1 The Federal Directorate of Cadastral Surveying and the responsible cantonal agency plan the execution of official cadastral surveying on the basis of a programme agreement.
2 The canton stipulates the date of execution of the individual surveys and manages the consultation procedure.
3 The canton may specify that the initial survey and the renovation be carried out in stages. Each stage must consist of at least one complete information layer and must extend over a large contiguous area forming a cohesive whole; the «control points» layer must be included in the first stage. If an alternative procedure appears more suitable on technical grounds this should be submitted to the Federal Directorate of Cadastral Surveying for approval.

1 Die Eidgenössische Vermessungsdirektion und die zuständige Stelle des Kantons planen auf der Grundlage der Programmvereinbarung die Durchführung der amtlichen Vermessung.
2 Der Kanton legt den Zeitpunkt der Durchführung der einzelnen Vermessungen fest. Er regelt das Anhörungsverfahren.
3 Er kann bestimmen, dass die Ersterhebung und die Erneuerung in Etappen ausgeführt werden. Jede Etappe muss mindestens eine ganze Informationsebene umfassen und sich über ein grösseres zusammenhängendes Gebiet erstrecken; die Informationsebene Fixpunkte muss in der ersten Etappe bearbeitet werden. Erscheint aus technischer Sicht ein anderes Vorgehen zweckmässig, so unterbreitet er dieses der Eidgenössischen Vermessungsdirektion zur Genehmigung.
