1 Den Kantonen bleibt die Gesetzgebung über das Übertretungsstrafrecht insoweit vorbehalten, als es nicht Gegenstand der Bundesgesetzgebung ist.
2 Die Kantone sind befugt, die Widerhandlungen gegen das kantonale Verwaltungs- und Prozessrecht mit Sanktionen zu bedrohen.
